THE COURSE OF ACTION FOR THE LOWER SIANG DISTRICT

The District Demand Action Committee of Basar needs your all absolute cooperation in making sure that new District dream take shape . As the proposed District was accepted to be established in area near the Basar Town by all the Publics . Thus the Basar Publics should leave no iota of doubts for the Publics of other place least our claims get effected and our dream come through immediately. The immediate need is identifying the place for making the Head Quarter . According to popular Peoples demands the Hq. should be made to immediate effect , for this Publics should cooperate with the Govt . and DDAC to any extent . To begin with the D.C Office may be shifted in Urban Building Office premises or the half under constructed PWD Circuit House above Old market to immediate effect before a proper plan evolves for future place . The other option being present ITBP Hq. Because it will save the cash starved Govt. to many extent . Also in the view of Chinese threat it will be benefitial for the Govt. of India to shift this ITBP in border area where there is more threat to the Country and where ITBP are needed more .They can be also shifted in Pagi area where Army is contemplating establishing large military unit . Secondly according to popular Public opinion - Dachi Mori Zhoom land near Bam Village Bridge can be also good option as it is near to the main road , 3rdly Donated land for Agriculture / Horticulture College land near Bam Village . 4thly Pagi where large settlement of Army was supposed to come , 5thly Old Circuit House and lastly present ADC Office lands are some of the suitable lands for making new D.C office . Even if they are not selected they should be nicely used for future development .
Regarding area near ITBP our leaders need to talk to Defence Minister way the present Urban Office land was taken back . As Govt. must also respect the Public sentiments . For Dachi Mori land which has also lots of supporters it may be easy to convince the land Owners also as they are fine Gentleman’s. It is unfortunately always seen that in already donated land the donors make lots of complaints. Therefore may be owners of the fresh land can be given lots of facilities like compensation for land or benefits in contract work in the MOU itself . As this is seen from the main road therefore it will enhance the beautification of town . If the architecture make a properly planned Gothic designed houses our Basar will be a tourist destination . A coordinated approach is needed to beautify and redesign our Basar town with properly planted Blue and Chir Pine tree plantations as it is the best Ornamental trees suited to Basar . This can be brought from Mechuka in planting session . . Secondly if the Old Horticulture / agriculture College area is selected it will be more specious but may be a marathon meeting has to be organized with the original land donors . Even if it is not selected may be the place have to be used for some other purpose and as both Dachi Mori and this place are near therefore it will save Public inconvenience . The 3rd option could be proposed army land in Pagi Village . As the land owners are themselves fed up of waiting for the proposed Major General establishment . The 4th option may be destroying the present Circuit House and erecting new D.C Office Building their. The 5th option may be blocking the approach road to the WRD Department and shifting WRD , RWD , PHED , PWD etc to other place and making the under constructed office near ADC Office as D.C office . This will be like sealed Office Building of the Secretariat Office in Itanagar . But for it may be Old ADC Office have to be demolished for parking and ADC Office shifted to present S.E Office . May be some old building here has to be also destroyed to pave the way for new ones . All the other department can be shifted to may be Urban Building or in new building which should be made in multi story manner to save the land .
Soon we should solve this problems and it is the duty of all the Basar citizens to give there valuable suggestions and cooperate with the District Demand action committee and Govt. in whatever decision it takes . The District Demand action committee has certain limitation and unless all at least give us prayer support we can’t do anything about it .
